Calling it as much is just Squall's way of tipping Laguna off over a phone line that he's asking for help. If he wanted to lean on the benefits of nepotism, he knows Laguna would make Nida's space faring dreams a reality and after everything he's drawn up to put him in touch with Seifer? It's the least he can do. To ask more of Nida feels unfair, but he can't trust anyone else. Not Rinoa, not his friends, and certainly not Garden. Each of them have good reason to want Seifer brought in and charged for his part in the war and no amount of persuasion from Squall is going to change that.

You'll be there on your own merit and at the request of the President, helping him personally build his case while we make our way across Horizon Bridge to the border." "Give this recommendation letter to the President on your arrival. He's sending transport to collect you."
